Medical devices, including patient monitors and imaging systems, are increasingly a target for cyberattacks. Attackers exploit vulnerabilities to access sensitive patient data and disrupt critical healthcare services.

This white paper presents a common framework from which to assess foundational cyber capabilities: the Foundational Capabilities Framework (FCF) which has been applied to around a half of the GDHP participant countries. The FCF builds on, and represents the next level of detail of, the Strategic Framework which was articulated in the previous white paper.

This white paper provides insight into common challenges, risk vectors, and cross-system weaknesses as well as providing a framework for managing and mitigating these concerns in a sustainable and achievable manner with example approaches from a number of participating countries.
