New resource from the GDHP Evidence and Evaluation work stream
This paper presents the findings of a comprehensive literature review and international survey conducted by the Evidence and Evaluation workstream of the Global Digital Health Partnership (GDHP). The research aimed to address key questions surrounding digital health maturity assessments:
- How many distinct digital health maturity assessments currently exist?
- What elements – referred to as meta-domains and sub-domains – do these assessments measure?
- Which assessments evaluate which specific elements?
- What criteria do organisations and countries consider when selecting a digital health maturity assessment?
The publication identifies five core meta-domains that underpin digital health maturity:
- Leadership, strategy, policy, and guidance
- Infrastructure, operations, and financial management
- Data and analytics for health
- User attitudes, capability, adoption, and feedback
- Quality improvement and outcome tracking
Each meta-domain is further broken down into sub-domains, offering a detailed framework for understanding the scope and focus of existing assessments. The paper then evaluates how well various digital health maturity assessments align with these domains.
Finally, the paper shares insights from a survey of 26 GDHP member countries, highlighting which assessments are in use, what they are used to measure, and the factors influencing their selection. Notably, the importance of local relevance and contextual knowledge emerged as a top priority for many countries.
